Martin de los Angeles advises cities, counties, and special districts on a variety of municipal law issues, including the Brown Act, Public Records Act, conflicts of interest, land use and planning, and public contracting.
Prior to joining Jarvis Fay, Martin served as a deputy county counsel with the County of Alameda, where he provided advisory and litigation services to the Alameda County Public Works Agency and Alameda County Flood Control and Water Conservation District on matters including public contracts and bidding, real property dispositions, construction and right-of-way issues, eminent domain and inverse condemnation, and Proposition 218 compliance.
Before his work with the County of Alameda, Martin practiced with a national law firm focusing on municipal and public agency law, where he served as assistant city attorney to the cities of Winters and Milpitas and general counsel to a number of special districts. His duties involved advising city councils, boards, and commissions at public meetings, drafting and reviewing contracts, preparing ordinances and resolutions, and analyzing and interpreting legislation. Martin also worked closely with city planning departments to negotiate agreements, prepare conditions of approval, and ensure compliance with planning and zoning laws and regulations.
Prior to that, Martin served as assistant city attorney to the City of Cudahy and deputy city attorney to the cities of El Monte and San Fernando. In addition to his advisory and transactional services, he successfully defended municipalities in state court against such matters as fraud, breach of contract, and declaratory relief, and handled code enforcement matters in areas including nuisance abatement and receiverships.
Earlier in his career, Martin served as an assistant attorney general to the Commonwealth of the Northern Mariana Islands, where he represented executive departments and agencies in all in-house legal matters, including contract and regulatory review, administrative appeals, and government procurement.
Martin previously served on the League of California Cities’ FPPC Committee of the City Attorneys’ Department.
Martin is a graduate of the University of Southern California and Boston College Law School.
